Montenegro has taken a significant step in advancing its green transition with the launch of the Renewable Energy Sources (RES Montenegro) Association, a new platform designed to unite existing and potential investors in the country’s renewable energy sector. The association was established with support from the European Bank for Reconstruction and Development (EBRD) and funding from the European Union (EU), signaling a strong international commitment to Montenegro’s energy transition.
Founded by leading wind and solar developers, including Alcazar Energy, Qair Group, and Simes, RES Montenegro will act as a unified voice for renewable energy investors. Its primary mission is to facilitate public-private dialogue, support the creation of a stable and transparent regulatory environment, and help Montenegro unlock its full renewable energy potential. By providing guidance on regulatory requirements, grid connections, taxation, and environmental procedures, the association aims to make it easier for investors to develop and deliver renewable energy projects in the country.
The association also seeks to raise domestic awareness of the importance of renewable energy while strengthening Montenegro’s visibility on the international stage. By attracting additional private-sector investment, RES Montenegro aims to accelerate the country’s clean energy transition and foster sustainable economic growth.
Officials from the EBRD, EU, and Montenegro’s Ministry of Energy and Mining emphasized the significance of this initiative. Remon Zakaria of the EBRD highlighted recent reforms, including the new Law on Renewable Energy Sources and the introduction of competitive auctions, as a strong foundation for the association’s work. Minister Admir Šahmanović noted that the establishment of RES Montenegro reinforces Montenegro’s status as a credible investment destination, combining the country’s renewable potential with strategic capital.
Marko Radulović, President of RES Montenegro, stressed that the focus has shifted from whether Montenegro will transition to clean energy to how quickly and effectively this can be achieved. The association brings together committed investors to collaborate with the government and communities, aiming to deliver long-term value and sustainable energy solutions.
Bernard Brunet from the EU Delegation to Montenegro welcomed the initiative, highlighting the country’s potential for further renewable energy development and growing interest from European investors, particularly in connection with EU electricity market integration. The RES Association’s establishment and operations are fully funded by the EU and aligned with Montenegro’s EU Reform Agenda and Growth Plan, including a three-year auction plan targeting at least 400 MW of new renewable capacity by 2027 to further boost investment and accelerate the green transition.
