The United Nations Development Programme (UNDP), in partnership with the Ministry of Economy and Finance of Uzbekistan, has launched a specialized training program aimed at strengthening the integration of Sustainable Development Goals (SDGs) and green development priorities into the country’s public financial management system. The two-day initiative brought together officials from government ministries, public agencies, and members of the Legislative Chamber of the Oliy Majlis to enhance their understanding of sustainable budgeting practices and climate-responsive public finance.
The training forms part of Uzbekistan’s ongoing public financial management reforms and supports the implementation of key national frameworks, including the Uzbekistan 2030 Strategy and the Public Financial Management Reform Strategy. These reforms seek to improve the effectiveness, transparency, and accountability of public spending while ensuring that government resources contribute directly to sustainable development outcomes.
Participants explored international best practices and practical tools for aligning budget planning and expenditure with national development priorities. Key topics included SDG budget tagging, green public financial management, programme-based budgeting, performance evaluation, and methods for integrating sustainability goals into both national and local government planning processes. The program emphasized the importance of linking public expenditure decisions with measurable social, economic, and environmental results.
Government representatives highlighted the critical role of public finance in addressing major development challenges, including poverty reduction, environmental protection, climate resilience, and social inclusion. By aligning budget allocations with the SDGs, Uzbekistan aims to ensure that public investments contribute more effectively to long-term national development objectives.
The training also featured presentations on Uzbekistan’s newly developed Joint Green and SDG Budget Tagging Methodology, which enables policymakers to identify and track budget expenditures that support sustainability and climate-related goals. Experts shared results from pilot testing conducted during the 2025 budget execution cycle, providing participants with practical insights into how the methodology can improve resource allocation and policy monitoring.
The initiative supports broader efforts to modernize Uzbekistan’s budgeting system through medium-term fiscal planning, performance-based budgeting, and stronger monitoring of development outcomes. By enhancing the capacity of government institutions and policymakers, the program aims to create a more resilient, transparent, and results-oriented public finance framework capable of supporting sustainable economic growth and environmental stewardship.
The training was organized under the Public Finance for Development in Uzbekistan Project, implemented by UNDP in collaboration with the Ministry of Economy and Finance and funded by the Ministry of Finance of the Slovak Republic. The project seeks to strengthen institutional and technical capacities for SDG-oriented and green budgeting, promote evidence-based resource allocation, and establish a stronger legal and policy framework for integrating sustainable development priorities into national planning and budgeting processes.
Through these reforms and capacity-building efforts, Uzbekistan continues to advance its commitment to sustainable development, climate action, and effective public sector governance while aligning its financial management practices with international standards and long-term national priorities.
