A United Nations independent commission of inquiry has accused Israeli authorities and security forces of deliberately targeting Palestinian children in Gaza and the occupied West Bank, alleging actions that amount to genocide, atrocity crimes, and war crimes. The findings were presented in a report released on June 23, 2026, examining the impact of the conflict on Palestinian children since October 2023.
According to the commission, more than 20,000 Palestinian children have been killed and approximately 44,000 injured since the outbreak of hostilities following the Hamas attack on Israel in October 2023. The report states that children have faced severe physical injuries, psychological trauma, displacement, starvation, orphanhood, and the collapse of essential services including healthcare and education.
The commission found that Israeli military operations have caused unprecedented harm to children in Gaza, with allegations that security forces deliberately targeted minors in some instances. Testimonies included in the report describe children being killed or injured during military operations, while others were allegedly subjected to detention, torture, and mistreatment.
The report also highlights the destruction of schools, orphanages, maternity centers, and neonatal healthcare facilities, arguing that these actions have undermined the survival, development, and future prospects of Palestinian children. Investigators further stated that restrictions on humanitarian aid and ongoing blockades have contributed to malnutrition, starvation, and preventable deaths among children.
UN commissioners warned that the long-term psychological and social consequences of the conflict could affect generations of Palestinian children. They argued that the loss of access to education, healthcare, and stable living conditions has created lasting damage that will not be easily reversed even if hostilities cease.
The commission called on Israel to end actions affecting Palestinian children, comply with international legal obligations, and ensure accountability for alleged violations. It also urged the international community to support efforts aimed at justice, protection of civilians, and a lasting political solution to the conflict.
Israel has previously rejected accusations of genocide and maintains that its military operations are directed at armed groups, including Hamas, while taking measures to minimize civilian casualties. The report is expected to intensify international debate over the humanitarian consequences of the ongoing conflict and the legal responsibilities of all parties involved.
