UNDP’s Biodiversity Finance Initiative in Kyrgyzstan has supported the modernization of the Automated Information System “Forest Management” to strengthen financial administration and digital service delivery in the forestry sector. The initiative was carried out with the Forest Service under the Ministry of Emergency Situation of the Kyrgyz Republic to make forest-related payments more transparent, efficient, and sustainable.
The system was originally used mainly to process lease payments, but it has now developed into a broader digital platform covering a wider range of forestry services. The upgraded platform enables payments for different services through the state payment gateway, making transactions easier for users and more manageable for forest authorities.
The modernization introduced unique payment references and QR codes, simplifying the payment process for forestry users. It also added automated notifications for upcoming payment deadlines, helping users make payments on time and improving the overall efficiency of revenue collection.
The upgraded system is now better connected with government payment tools and other information systems. This interoperability improves data consistency, speeds up payment processing, and expands the number of available payment channels for people and businesses using forestry services.
A new reporting module gives forest authorities a clearer and more detailed view of revenues. This strengthens transparency, traceability, and accountability in financial data while helping the Forest Service analyze revenue information and make better-informed decisions.
The modernization followed a full deployment process that included system development, testing, pilot operation, staff training, and transition to full operational use. This approach helped ensure that the platform could be used effectively by forestry institutions and service users.
The results show the practical value of digital public finance solutions for environmental management. During one year of pilot operation, revenues administered through the system increased by 27%, rising from KGS 52.8 million in 2024 to KGS 66.9 million in 2025.
The increase reflects improved payment administration and wider coverage of services processed digitally. By making revenue collection more reliable and transparent, the system helps create a stronger financial foundation for forest protection and biodiversity conservation.
Every som collected efficiently through the system can support reinvestment in Kyrgyzstan’s forests and the biodiversity they sustain. The initiative shows how digital innovation can turn routine financial transactions into a traceable and sustainable source of funding for nature protection.
By modernizing forest finance systems, Kyrgyzstan is strengthening accountability, improving public service delivery, and supporting the long-term sustainability of its forestry sector. The project offers a practical example of how biodiversity finance can deliver measurable results on the ground.
