Scornicești, June 2026 – The European Bank for Reconstruction and Development (EBRD) is backing the development of one of Romania’s first large-scale standalone battery energy storage systems (BESS), a landmark project designed to strengthen the country’s energy security and accelerate renewable integration.
The project, co-owned by R.Power S.A. and Eiffel Investment Group through its managed fund Eiffel Transition Infrastructure SLP, will deliver an installed capacity of 127 MW / 254 MWh. The EBRD is providing up to €44 million in financing, including €29 million supported by an InvestEU first loss guarantee, to cover development, construction, and operation on a non-recourse project finance basis.
Romania’s updated National Energy and Climate Plan targets 38.3 percent renewables in final energy consumption by 2030. As renewable generation expands, pressure on the grid is intensifying, making storage solutions critical. By storing and releasing electricity when needed, the Scornicești project will enhance grid stability, reduce curtailment of renewable generation, and support greater integration of clean energy.
The project will also participate in Romania’s developing ancillary and balancing services market, generating merchant-based revenues through an optimization agreement with regional energy trader GEN-I. To mitigate risks associated with merchant operations, the InvestEU guarantee provides risk-sharing support aligned with EU sustainable transition objectives.
Beyond its technical and financial impact, the project includes outreach activities with local educational institutions to encourage women and young people to pursue careers in the energy sector, traditionally dominated by men. This social dimension underscores the project’s commitment to inclusivity and long-term community benefits.
R.Power, headquartered in Warsaw, Poland, brings a significant portfolio of utility-scale BESS, hybrid, and renewable energy projects across Europe. The Scornicești initiative is expected to demonstrate the commercial and technical viability of large-scale energy storage in Romania, unlocking further investment in the sector.
The EBRD has already invested more than €12.5 billion in 591 projects in Romania, and this latest financing highlights its role in supporting the country’s sustainable energy transition. With the Scornicești project, Romania is positioning itself at the forefront of the energy storage revolution, paving the way for a more resilient and renewable-powered future.
