The government of Ontario has introduced new legislation to implement HST relief on eligible new homes, aiming to reduce costs for homebuyers and stimulate housing development. The proposed measure, developed in partnership with the federal government, is expected to provide significant financial relief while supporting economic growth and job creation in the province’s construction sector.
Under the plan, buyers of new homes valued at up to $1 million could receive the full 13 per cent HST relief, with a maximum benefit of $130,000. Homes priced between $1 million and $1.5 million would also receive up to $130,000 in relief, while benefits for higher-value homes would gradually decrease. This structure is designed to make homeownership more accessible while still providing support across a range of housing price points.
The initiative includes a provincial top-up component that complements federal participation, requiring amendments to existing tax legislation. The federal government will support the program through a financial transfer, enabling the province to offer additional rebates on top of existing housing tax relief measures. Together, these combined efforts aim to reduce the tax burden on new housing and encourage more construction activity.
The legislation also allows buyers to assign the rebate directly to builders, enabling upfront price reductions at the point of purchase. While applications for the relief have not yet opened, eligible buyers who purchase homes within the specified timeframe will be able to apply later once the system is in place. The government is working with federal authorities to finalize program administration and ensure a smooth rollout.
Overall, the proposed HST relief forms part of a broader strategy to address housing affordability and supply challenges in Ontario. Alongside existing investments in infrastructure and rental housing support, the initiative aims to increase housing starts, create jobs, and strengthen the province’s economy while making homeownership more attainable.
