The European Bank for Reconstruction and Development (EBRD) has completed the sale of ICS Danube Logistics, the operator of Moldova’s Giurgiulesti International Free Port, to Romania’s state-owned Port of Constanța, which now becomes the sole owner of the facility. The transaction followed an international competitive tender process aimed at selecting a long-term strategic investor capable of further developing the port and strengthening regional trade connectivity.
Romania’s National Company Maritime Ports Administration SA Constanța was chosen as the preferred bidder after a rigorous evaluation process and has acquired full ownership of the EBRD’s shares in ICS Danube Logistics. The EBRD conducted the sale in coordination with authorities in both Moldova and Romania to ensure regulatory compliance and a smooth transition.
Giurgiulesti International Free Port is Moldova’s key maritime gateway and plays a vital role in the country’s economy by handling more than 70% of its waterborne imports and exports. Its importance has increased in recent years due to shifting regional trade dynamics and its strategic position within European supply chains.
As the new owner, the Port of Constanța has committed to investing in the port’s long-term development, including expanding capacity, modernising infrastructure, and strengthening its integration into European transport and logistics networks. The acquisition is also expected to deepen economic and trade cooperation between Moldova and Romania.
The EBRD noted that this transaction represents a major milestone in its long-standing involvement with the port, which began in 1995 when it supported its construction. Over time, the institution helped develop Giurgiulesti into a fully functioning and strategically important maritime hub.
With this sale, the port enters a new phase under long-term strategic ownership, marking a transition from development support to sustainable private-sector-led growth aimed at reinforcing regional trade resilience and economic integration.
