The International Organization for Migration and the Islamic Development Bank have signed a Memorandum of Understanding to strengthen cooperation on humanitarian action, recovery and long-term resilience. The agreement will support migrants, displaced people and host communities across IsDB member countries.
The MoU was signed during the IsDB Group Annual Meetings in Baku, Azerbaijan, at a time when displacement, climate pressures and prolonged crises are affecting millions of people worldwide. The partnership aims to connect humanitarian response with development financing to help vulnerable communities recover and build more stable futures.
IOM said the agreement brings together its operational expertise with IsDB’s development financing capabilities. This collaboration is expected to support recovery, strengthen resilience and create new opportunities for displaced populations, migrants and the communities that host them.
The agreement establishes a broad, non-binding framework for cooperation in humanitarian action, economic recovery and sustainable development. It reflects the shared commitment of both institutions to promote safe and orderly migration while advancing inclusive growth and long-term stability.
Under the partnership, IOM and IsDB will work together on joint programmes, policy dialogue, research, data sharing, capacity building and technical cooperation. Planned activities include field missions, staff training, resilience-focused events and the development of evidence-based approaches to improve programming and impact.
The MoU also opens opportunities for innovative financing and joint resource mobilization. This includes exploring Islamic social finance instruments to support vulnerable populations, promote economic inclusion and strengthen community resilience.
The partnership will build on IsDB’s Response, Recovery and Resilience Facility and IOM’s experience in humanitarian response and migration governance. By combining these strengths, the institutions aim to support more coordinated and effective responses to complex crises.
Looking ahead, IOM and IsDB will develop a Joint Action Plan for 2026–2027 and beyond. The plan will translate the partnership into concrete initiatives with measurable results and long-term impact.
Overall, the new IOM-IsDB partnership highlights the growing importance of strategic cooperation in addressing displacement, climate shocks and humanitarian crises. By linking humanitarian expertise with development finance, the agreement aims to help communities recover, build resilience and pursue more inclusive and sustainable development.
