The European Investment Bank (EIB), supported by SACE and the European Union’s InvestEU programme, has approved €100 million in financing for ASA Livorno, the integrated water services provider serving 32 municipalities across the Italian provinces of Livorno, Pisa, and Siena. The investment aims to strengthen water security, modernize essential infrastructure, improve environmental sustainability, and enhance resilience to climate change across Tuscany.
The financing will support a comprehensive package of projects covering the entire water service chain. Planned activities include the construction of new wells, upgrades to pumping stations and treatment facilities, modernization of water distribution networks, installation of advanced monitoring systems, and improvements to wastewater collection and treatment infrastructure. These investments are designed to reduce water losses, improve service reliability, and ensure compliance with European environmental standards.
A significant component of the programme focuses on digital transformation. ASA will implement advanced technologies such as Supervisory Control and Data Acquisition (SCADA) systems, Geographic Information Systems (GIS), hydraulic modelling tools, and upgraded operational information systems. These technologies will improve network management, operational efficiency, and long-term planning capabilities.
The initiative also addresses growing concerns over water scarcity and climate-related challenges. By improving infrastructure resilience and optimizing water resource management, the project will help safeguard communities against droughts, extreme weather events, and other environmental pressures affecting the region.
The financing is backed by SACE’s Archimede Guarantee and the InvestEU programme, enabling the mobilization of European and national resources for strategic infrastructure development. The project forms part of the EIB’s broader support for Tuscany and the city of Livorno, following previous investments in the Port of Livorno’s Darsena Europa expansion and the conversion of Eni’s refinery into a biorefinery.
ASA serves approximately 360,000 residents through its integrated water services and manages gas distribution networks serving around 222,000 people. The new funding will strengthen the company’s ability to deliver high-quality public services while supporting sustainable regional development.
The investment reflects the EIB’s continued commitment to supporting Italy’s water sector. In 2025 alone, the Bank provided more than €837 million to Italian utilities, helping finance critical projects that improve access to drinking water, reduce environmental risks, and promote sustainable resource management across the country.
