The African Development Bank Group and the Government of Mauritania have successfully concluded a three-day technical workshop in Nouakchott aimed at strengthening procurement capacity and accelerating the implementation of development projects financed by the Bank. The initiative forms part of the 2025–2026 Portfolio Performance Improvement Plan, which seeks to improve project execution, enhance compliance, and increase the effectiveness of development investments across the country.
The workshop was designed to improve understanding of procurement rules and procedures among government officials and project managers. By enhancing knowledge of both national and Bank procurement frameworks, the program aims to reduce delays in project implementation, improve the quality of procurement processes, strengthen accountability, and accelerate disbursement of funds for development projects.
Officials emphasized that effective procurement management is essential for delivering development results and ensuring that investments have a timely and meaningful impact on citizens. Improved procurement practices are expected to shorten processing times, reduce complaints from bidders, strengthen cooperation with regulatory institutions, and support more efficient project execution.
The workshop comes at a significant moment in the partnership between Mauritania and the African Development Bank. Following the mid-term review of the country’s 2023–2028 strategy framework, the Bank’s financial commitments in Mauritania have increased substantially over recent years, supporting key sectors such as energy, agriculture, water resources, transport, governance, youth entrepreneurship, and private sector development.
During the training sessions, participants worked closely with Bank specialists on a range of procurement-related topics, including procurement planning, selection procedures for consulting firms and contractors, complaint management, contract administration, price adjustment mechanisms, and practical solutions to challenges encountered during ongoing projects.
Through this capacity-building initiative, the African Development Bank reaffirmed its commitment to helping Mauritania strengthen institutional effectiveness, improve portfolio performance, and accelerate the delivery of development projects. The effort is expected to contribute to more efficient use of public resources, stronger governance, and improved socio-economic outcomes for the Mauritanian population.
