Cheyenne — May 27, 2026 — Energy infrastructure leader Enbridge and Meta have expanded their clean‑energy partnership with the launch of the Cowboy Project, a $1.2 billion solar‑plus‑storage development near Cheyenne, Wyoming. The project will combine 365 MW of solar generation with a 200 MW / 1,600 MWh battery system, supporting Meta’s growing data‑centre operations and strengthening grid reliability across the region.
Power Delivery and Tariff Framework
Electricity from the Cowboy Project will be delivered through Cheyenne Light, Fuel and Power (CLFP) under Wyoming’s Large Power Contract Service tariff, a mechanism that allows utilities to serve large‑load customers with renewable energy without affecting retail rates. The battery storage component, supplied and serviced by Tesla, is contracted under a long‑term tolling agreement with CLFP — marking Meta’s first procurement through this tariff structure.
Enhancing Grid Reliability
The integrated battery system enables flexible energy delivery, storing solar power for use during peak demand. Enbridge’s Allen Capps said the project demonstrates how combining solar and storage can provide reliable, scalable solutions for digital infrastructure. Meta’s Amanda Yang emphasized that the initiative adds new renewable capacity to the grid while improving reliability for local communities.
Expanding Enbridge’s Clean‑Energy Portfolio
The Cowboy Project joins Enbridge’s growing renewable portfolio, which includes the Clear Fork Solar, Easter Wind, and Cone Wind projects in Texas — together representing 1.6 GW of contracted capacity with Meta. The Wyoming development strengthens Enbridge’s position in dispatchable clean‑energy delivery and underscores its strategic expansion beyond pipeline operations.
