The Government of India has announced the BHAVYA (Bharat Audyogik Vikas Yojna) scheme, a major infrastructure initiative aimed at developing 100 industrial parks across the country under the National Industrial Corridor Development Programme (NICDP).
The scheme carries a proposed outlay of ₹33,660 crore and is designed to strengthen industrial infrastructure, improve logistics connectivity, and attract private investment into manufacturing clusters nationwide.
Union Commerce and Industry Minister Piyush Goyal stated that the programme will be rolled out in phases, with applications for the first 20 industrial parks expected within the next two months. A further 30 parks will be developed in the subsequent phase, while remaining projects will be taken up later based on demand and readiness.
The industrial parks under the scheme will range from 100 to 1,000 acres, while smaller parcels of around 25 acres may be considered in hilly regions. The government has proposed financial assistance of up to ₹1 crore per acre for core infrastructure, including internal roads, drainage systems, utilities, warehouses, testing facilities, and worker housing.
Additional support of up to 25% of project costs will be provided for external infrastructure such as transport and logistics connectivity. For private sector-led projects, assistance of up to ₹50 lakh per acre has also been proposed.
The scheme will be implemented in alignment with the PM GatiShakti National Master Plan to ensure integrated planning and efficient freight connectivity. States and Union Territories have been asked to set up special purpose vehicles and single-window clearance systems to accelerate project approvals.
Implementation will be overseen by the National Industrial Corridor Development Corporation (NICDC), with expectations that the first set of industrial parks will become operational within three years.
Officials said the initiative is expected to boost industrial growth, generate employment, and strengthen India’s manufacturing ecosystem by improving large-scale infrastructure readiness across regions.
