The United Nations Institute for Training and Research (UNITAR) has partnered with the Dubai Police to launch a series of capacity-building programmes, with the first flagship initiative on Human Rights scheduled from 21 to 23 October 2025 in Dubai, United Arab Emirates. This three-day training represents a significant step in strengthening human rights practices within the Dubai Police and aims to further integrate human rights principles into everyday policing.
Policing serves as a key reflection of a State’s commitment to the rule of law and justice, and each interaction between law enforcement officials and the public is an opportunity to uphold human dignity, fairness, and accountability. The training focuses on translating these universal values into practical skills and operational approaches applicable to all aspects of police work, from routine patrols to public-order management and engagement with vulnerable groups, including women and children.
The programme builds on international and regional human rights instruments ratified by the United Arab Emirates, providing participants with both a conceptual foundation and practical understanding of how human rights standards apply to policing. Interactive sessions, case studies, and discussions are designed to demonstrate how a rights-based approach enhances professionalism, public trust, and overall effectiveness in maintaining security.
This inaugural session marks the beginning of a long-term collaboration between UNITAR and the Dubai Police, reinforcing the Force’s culture of respect for human rights and supporting the UAE’s ongoing alignment with international standards of excellence in law enforcement.
