The forum in Belarus represents a significant step in the country’s systematic development of artificial intelligence by fostering partnerships between the public sector, private enterprises, and academia. AI is increasingly recognized as a critical element of the global agenda, with experts highlighting its potential to advance Sustainable Development Goals in areas such as healthcare, education, industry optimization, and energy management. In September 2025, the UN General Assembly launched a Global Dialogue on AI Governance to ensure the inclusive and accountable development of technology. According to the UNDP Human Development Report 2025, the number of countries with national AI strategies has increased fivefold over the last six years, and global investment in AI has tripled since 2020.
Belarus is actively engaging in this international process, strengthening its foundation for AI development. For the first time, AI has been designated as a distinct objective in the draft National Sustainable Development Strategy through 2040, with AI and big data technologies identified as priority sectors for strategic investment. UNDP’s Resident Representative in Belarus, Ms. Renfei Liu, emphasized the importance of harnessing digitalization while mitigating risks, noting that UNDP is working with national partners to develop AI readiness in innovative businesses, build the future data economy, and establish the country’s first AI standards.
A national assessment of Belarus’s digitalization and AI readiness conducted in 2024–2025 engaged over 10,000 professionals from the public and private sectors, academia, and civil society. The study informed the preparation of the National Digital Development Strategy for 2026–2030. It revealed that while 57% of Belarusians believe digital technologies can address major economic, social, and environmental challenges, 73% are unaware of government AI programs, highlighting the need for stronger multi-stakeholder partnerships. Kirill Zaleski, Minister of Communications and Informatization, stated that the objective is to create an environment where AI drives economic growth and improves citizens’ quality of life by leveraging government, business, and scientific expertise alongside international best practices.
The forum’s agenda includes strategic sessions on integrating AI into state policy, exploring the public sector’s role as a catalyst for innovation, and examining regulatory prospects. Participants include international experts from Serbia and Russia, alongside representatives from Belarusian government institutions, commercial enterprises, and academia. On the first day, UNDP in Belarus and the Ministry of Communications and Informatization adopted a Joint Statement highlighting the transformative role of AI, emphasizing investment in human capital, a balanced legal framework, international cooperation, and equitable access to digital technologies.
The second day of the forum features interactive workshops focused on co-designing solutions for key AI development areas and showcases real-world case studies of AI applications by Belarusian companies in manufacturing, business operations, and customer service. The forum will conclude with an analytical report containing policy recommendations to advance the national AI ecosystem, integrate AI innovations into national strategies, and create opportunities to pilot AI solutions in key economic sectors.
