A new milestone in Cambodia-China skills collaboration was achieved with the signing of a Memorandum of Understanding (MoU) aimed at strengthening Cambodia’s technical and vocational education and training (TVET) system to meet the evolving needs of emerging industries. Supported by the ILO/China Partnership Programme on Skills Development, the agreement was signed on 30 July 2025 between China’s Zhejiang Construction Technician College (ZCTC) and Cambodia’s Polytechnic Institute of Pursat Province (PIPP) in Zhejiang. The collaboration emphasizes South-South Cooperation, workforce development, and the Belt and Road Initiative’s role in promoting high-quality skills training.
The MoU establishes a framework for long-term cooperation in intelligent construction, curriculum development, vocational training, and faculty exchange. Senior representatives from the Zhejiang Provincial Department of Human Resources and Social Security, Cambodia’s Ministry of Labour and Vocational Training, and the International Labour Organization (ILO) attended the signing ceremony. Xu Yongliang, Head of ZCTC, highlighted the college’s commitment to Cambodian skills development through practical training, resource sharing, and capacity building for trainers, describing the agreement as a bridge of friendship and shared growth between the two countries.
Under the partnership, both institutions will jointly organize technical upskilling programs, high-level skills competitions, student and teacher exchanges, and research projects in construction technology. Tian Feng, ILO/China Project Manager, noted that the collaboration provides tangible opportunities for Cambodian trainees to access advanced training and enhances the capacity of PIPP instructors to deliver modern, market-relevant programs. The initiative is expected to equip Cambodian youth with the skills needed to thrive in the growing construction sector, contributing to the country’s long-term socio-economic development.
