The Asian Development Bank (ADB) has introduced a new Country Partnership Strategy (CPS) for Azerbaijan for the period 2025–2029. This strategy emphasizes value creation, economic integration, and resilience as critical components for achieving the nation’s development objectives.
The strategy is built around two central pillars: enabling a green and diversified economy, and fostering low-carbon connectivity and inclusive development. It aligns closely with Azerbaijan’s national development plans and aims to address existing challenges while unlocking new opportunities for sustainable and environmentally responsible growth. Strategic priorities include promoting innovation, encouraging the development of high-value products and services, and building a skilled workforce to enhance the country’s competitiveness.
Beyond focusing on GDP growth, the CPS emphasizes broader developmental impacts that benefit people, the environment, and global public goods. It integrates initiatives to accelerate climate action, strengthen disaster risk management, promote gender equality, and support digital transformation. Through this strategy, ADB continues its commitment to inclusive and sustainable development, working with regional partners to deploy innovative financial tools and partnerships to improve infrastructure, drive economic progress, and protect the environment.
