The Government of Jordan and the International Labour Organization (ILO) have signed a Letter of Intent to launch immediate and long-term cooperation aimed at improving labour standards and promoting decent work in Jordan’s garment sector. The agreement establishes a transitional technical cooperation programme while a broader development initiative is finalized.
The partnership includes an immediate three-month programme beginning in July 2026, alongside an 18-month development cooperation programme running from August 2026 to January 2028. The initiative will focus on strengthening labour governance, workplace compliance, labour inspections, fair recruitment, migrant worker protection, grievance mechanisms, and social dialogue across the garment industry.
As part of the initial phase, the ILO will support Jordan’s Ministry of Labour in enhancing worker complaint systems, strengthening worker welfare services, improving labour inspection processes, and establishing a national coordination mechanism. The programme will also promote forced labour prevention, review labour migration and recruitment practices, engage international buyers, and develop an early-warning system to identify labour rights risks.
The cooperation will also assist the Government of Jordan in addressing labour rights concerns related to factories affected by recent U.S. import restrictions by supporting remediation efforts, improving compliance with international labour standards, and reinforcing long-term labour protection systems.
The initiative reflects Jordan’s continued commitment to protecting workers’ rights, strengthening workplace standards, and enhancing the sustainability and global competitiveness of its garment industry through collaboration with employers, workers’ organizations, and international partners.
