The European Bank for Reconstruction and Development (EBRD) is supporting Montenegro’s transport modernization efforts with a €30 million sovereign loan to introduce intelligent transport systems (ITS) across the country’s national road network. The project aims to improve road safety, strengthen traffic management, and accelerate digital transformation in the transport sector.
The financing will support the installation of advanced digital technologies, including traffic monitoring systems, road weather information services, tunnel control systems, road user information platforms, and a national traffic management centre. These upgrades will allow authorities and drivers to access real-time information and improve responses to emergencies.
Implemented by Montenegro’s Ministry of Transport, with support from the state-owned motorway operator Monteput and the Transport Administration, the initiative will help modernize the country’s infrastructure while aligning road systems with European Union standards.
The project will also strengthen cybersecurity measures and improve the resilience of transport infrastructure against climate-related challenges. By enabling early-warning systems and better responses to extreme weather events, the investment will help create a safer and more reliable road network.
The EBRD’s support reflects its continued commitment to Montenegro’s digital transition, sustainable infrastructure development, and regional connectivity. The Bank has invested €1.1 billion across 114 projects in Montenegro, supporting infrastructure improvements, private-sector growth, and long-term economic development.
