EIB Global, the development arm of the European Investment Bank, is providing a €40 million loan to support the rehabilitation and modernisation of schools across the Republic of Moldova. The programme is expected to mobilise total investments of up to €51.5 million for school renovation, reconstruction and upgrading.
The Moldova Schools Rehabilitation and Modernisation Programme will target 20 schools across the country. It is expected to improve learning conditions for around 40,000 students by creating warmer, safer and more modern classrooms and educational facilities.
The investment programme includes a €40 million EIB loan, an €8 million contribution from the Republic of Moldova supported through the EU Growth Plan for Moldova and an expected €3.5 million European Union grant under the Neighbourhood Investment Platform, subject to approval procedures.
The operation is expected to become the first EIB project in Moldova to benefit from co-financing linked to the EU Growth Plan for Moldova. This highlights the European Union’s support for Moldova’s reform agenda, public infrastructure modernisation and long-term development goals.
The project will include comprehensive upgrades to school buildings, heating and ventilation systems, lighting, fire safety measures and accessibility features. It will also support the renovation of educational spaces and the modernisation of school equipment.
A significant share of the investment will contribute to climate action by improving energy efficiency, strengthening insulation and integrating renewable energy solutions. These upgrades are expected to reduce energy consumption and lower greenhouse gas emissions in school buildings.
Moldova’s Prime Minister Alexandru Munteanu said the programme represents more than infrastructure investment. He described it as a step toward better public services and greater opportunities for children across the country.
Education Minister Dan Perciun said the project is not only about renovating buildings, but also about giving students and teachers the conditions they need to succeed. Modern classrooms, better equipment and improved facilities are expected to help keep education at the centre of community life.
EIB Vice-President Karl Nehammer said school buildings can shape how children experience education every day. He emphasized that the project aims to create schools where students feel safe, motivated and able to focus on their future.
EU Ambassador to Moldova Iwona Piórko said education is one of the most important investments a country can make in its future. She noted that the programme supports young people, stronger communities and Moldova’s European future.
The initiative aligns with Moldova’s Education Development Strategy 2030, the National Development Strategy “European Moldova 2030”, the EU-Moldova Association Agreement and the Economic and Investment Plan for the Eastern Partnership.
Overall, the school modernisation programme represents a major investment in Moldova’s education infrastructure. By improving safety, accessibility, energy efficiency and learning environments, the project is expected to support better education outcomes and strengthen Moldova’s path toward European standards.
