The Pan American Health Organization (PAHO) joined public health leaders, experts, and partners from the Dutch Caribbean and the Netherlands at the 2026 Dutch Caribbean Public Health Expertise Network (DuCaPHEN) Conference to strengthen regional cooperation and improve health systems.
The annual conference brought together representatives from the six Dutch Caribbean islands, the National Institute for Public Health and the Environment (RIVM), and other health institutions to exchange knowledge, share best practices, and address common public health challenges.
PAHO highlighted the importance of collaboration in tackling emerging health threats, improving health policies, and reducing the impact of noncommunicable diseases. PAHO/WHO Representative for Trinidad and Tobago and the Dutch Caribbean, Dr. Gabriel Vivas Francesconi, presented the organization’s priorities under the PAHO Strategic Plan 2026–2031, focusing on data, research, capacity building, and evidence-based policy action.
The conference also included discussions on strengthening public health preparedness, including updates on the International Health Regulations and regional approaches to managing health emergencies.
During meetings with Aruba’s Minister of Public Health, Social Affairs, Elderly Care and Addiction Care, Drs. Mervin Wyatt-Ras, PAHO representatives discussed opportunities to expand cooperation in areas such as Health in All Policies, rehabilitation services, and noncommunicable disease prevention.
Additional discussions with RIVM, the Netherlands Ministry of Health, and public health representatives from Bonaire, St. Eustatius, and Saba focused on improving coordination in mental health, immunization, climate change, and disease prevention.
The DuCaPHEN 2026 Conference reinforced the value of regional partnerships in addressing complex health challenges. PAHO’s participation reflects its continued commitment to supporting stronger, more responsive, and sustainable public health systems across the Dutch Caribbean.
