UNESCO’s Intergovernmental Oceanographic Commission (IOC) has strengthened efforts to improve sustainable ocean planning through a new expert working group focused on advancing global ocean governance. The initiative brings together international experts to support countries in managing ocean resources through science-based approaches.
The second session of the IOC Working Group on Sustainable Ocean Planning and Management (SOPM) brought together more than 20 experts from 16 IOC Member States across Africa, Europe, Asia and the Americas. The group aims to guide the implementation of the IOC Sustainable Ocean Planning and Management Strategy for 2025–2030.
The working group focuses on practical actions including improving communication, developing training programmes and strengthening access to resources for ocean planning projects. Experts are also working on creating tools to support decision-makers and professionals responsible for managing marine areas.
A key area of discussion was the development of training modules through the Ocean Teacher Global Academy. The initiative will help build skills and support countries in creating effective ocean management plans based on scientific knowledge and reliable data.
The group is also preparing mechanisms to support pilot projects through international funding opportunities. These efforts aim to help countries overcome challenges in implementing sustainable ocean planning and strengthen cooperation between governments, scientists and communities.
Sustainable Ocean Planning and Management is designed as a long-term framework for balancing ocean conservation with responsible use of marine resources. The strategy supports integrated approaches that connect national planning with regional and global ocean governance.
Adopted by IOC Member States in 2025, the SOPM Strategy provides a five-year roadmap to help countries develop sustainable ocean plans. It plays an important role in addressing global challenges such as climate change, biodiversity protection and sustainable development.
Through international collaboration and improved ocean knowledge, the IOC aims to help nations protect marine ecosystems while supporting economic and social benefits from the ocean.
