Phnom Penh — May 26, 2026 — Cambodia is entering a transformative phase in its social protection journey, pairing visionary reforms with digital innovation to build a more inclusive future. Over the past decade, the Royal Government of Cambodia has expanded safety nets, improved service delivery, and ensured support reaches vulnerable households. During the COVID‑19 pandemic, nationwide cash transfers provided more than 700,000 households with over USD 1.36 billion in support, proving the strength of resilient systems.
Today, Cambodia is advancing reforms through the IDPoor system, shock‑responsive social assistance, and the launch of the Graduation‑Based Social Protection Programme (GBSP). These initiatives go beyond short‑term relief, helping families build resilience, seize opportunities, and break cycles of poverty. Coverage has expanded from 3.3 million people in 2017 to over 7 million in 2024, reflecting rapid progress.
At the heart of this transformation is the Digital Social Protection Platform (DSPP), launched in October 2025. The DSPP integrates registration and verification across major schemes, using biometric tools and real‑time data exchange to connect beneficiaries efficiently. It has already won Gold at the ASEAN Digital Awards 2026 and global recognition under the Digital Convergence Initiative (DCI).
Scaling the DSPP nationwide is now a priority, with pilots in Kampong Cham and Siem Reap showing improved efficiency and accountability. Connecting the Social Protection Registry (SPR) to key databases such as disability, veteran, tax, and land registries will further strengthen targeting and eligibility verification. Investments in subnational capacity — equipping commune councils and provincial authorities with digital tools and training — are also critical to ensure fast, reliable service delivery.
International partners including UNDP, GIZ, and UNICEF have played a vital role in accelerating Cambodia’s digital transformation. Sustained financing and technical support remain essential, especially as global crises drive up fuel, food, and fertilizer prices. With Cambodia preparing for Least Developed Country graduation in 2029 and advancing toward Vision 2050, a harmonized digital social protection ecosystem will be central to inclusive and resilient development.
The call to action is clear: by investing today, partners can help Cambodia build systems that protect every household tomorrow. A strong Social Protection Registry and Digital Social Protection Platform will ensure that no one is left behind, laying the foundation for a fair and sustainable future.
