The European Investment Bank (EIB Global) has announced the launch of the Innovation and Green Transformation Facility (IGTF), a new initiative designed to accelerate sustainable private sector growth in the Western Balkans. The programme aligns with the EU Economic and Investment Plan and the New Growth Plan for the region, further supporting integration into the EU Green and Digital Agendas.
The facility combines €170 million in loans with €17 million in EU grants under the Western Balkans Investment Framework. Through local financial institutions and commercial banks, it will provide affordable financing and incentives to micro, small and medium-sized enterprises, as well as mid-caps. The funding will target areas such as digitalisation, cybersecurity, product development, sustainable agriculture, ecosystem-based tourism and climate resilience, encouraging businesses to adopt greener and more innovative practices.
Beyond financing, the IGTF will provide technical assistance to strengthen investment readiness and build institutional capacity. Support will also extend to incubators, science parks and research centres, offering mentoring, training and staff exchanges to nurture innovation ecosystems. EIB Global and the United Nations Development Programme (UNDP) in North Macedonia are considering a partnership to expand this technical support to beneficiaries across the Western Balkans.
EIB Global representative to North Macedonia, Björn Gabriel, described the IGTF as more than a financial instrument, calling it a catalyst for transformation. He emphasized that by combining financial incentives with targeted support, the facility will enable businesses to innovate, grow sustainably and align with EU standards, while also boosting competitiveness, exports, sustainable jobs and inclusive growth.
The roll-out of the IGTF is scheduled to begin in the first half of 2026.
