The Council of Europe’s Democratic Institutions and Civil Society Division has initiated a grant opportunity for non-governmental organizations (NGOs) to promote democratic values and enhance citizen engagement in decision-making processes within their respective countries. The grant also aims to strengthen collaboration between the Council of Europe and civil society organizations.
The project seeks to facilitate the involvement of national and regional NGOs in the Council of Europe’s work through various informational and capacity-building activities. Additionally, it aims to raise awareness and build the capacity of civil servants, CSOs, and citizens through a program focused on participatory processes at the national level in Council of Europe member states.
The call for proposals aims to co-fund projects that will foster interaction, dialogue, and exchanges between the Council of Europe and European civil society. The grant will support three projects targeting different regions of Europe: Eastern Europe, Western Europe, Northern Europe, Southern Europe, and Central Europe.
The total budget available for this call for proposals is €120,000, with each grant amounting to a maximum of €40,000. The projects funded under this grant should commence on 1 March 2025 and conclude by 30 October 2025.
Priority will be given to projects proposed by international NGOs, umbrella organizations, or consortia of NGOs with expertise in democracy, human rights, or the rule of law. Projects focusing on promoting the rights of women, youth, and vulnerable populations, as well as events across various European regions, will also be favored.
Project proposals must meet specific criteria, including raising awareness about the standards and work of the Council of Europe to strengthen member states’ resilience to threats against democratic values. Ineligible actions include those involving financial support to third parties, individual scholarships, or support for political parties.
