Digital IDs can be powerful tools for inclusion, but only if they are designed with transparency, privacy, and trust at the core. In fragile contexts, prioritizing citizen concerns over government needs is essential to sustain digital transformation and ensure that digital identity becomes a pathway to empowerment rather than surveillance.
