All 53 Member States of the WHO European Region have unanimously adopted the second European Programme of Work 2026–2030 (EPW2) during the 75th session of the WHO Regional Committee for Europe (RC75). This new five-year strategy marks a significant step forward in building healthier, fairer, and more resilient societies by the end of the decade.
WHO Regional Director for Europe, Dr. Hans Henri P. Kluge, described the agreement as a “moment of unity, ambition and accountability,” emphasizing that EPW2 will act as a “health compass” in a turbulent era. The strategy underscores a shared regional commitment to safeguarding people from crises, reducing inequalities, supporting health workers, promoting scientific progress, and reimagining health systems for future generations.
EPW2 introduces a pioneering approach to public health, focusing on strategic partnerships and mutual accountability to address critical priorities such as health security, noncommunicable diseases, mental health, healthy ageing, climate change, and health system transformation. Drawing on lessons from recent crises, it provides a unified framework for stronger and more adaptable health systems across Europe and Central Asia.
Developed through the broadest consultation process ever conducted by WHO/Europe, the plan emphasizes action and collaboration amid complex geopolitical and economic challenges. It also includes two flagship initiatives—ending violence against women and girls, and transforming primary health care—highlighting the central role of equity and justice in achieving sustainable health outcomes.
Dr. Kluge reaffirmed that the European Programme of Work reflects the collective determination of Member States to uphold solidarity, science, and fairness in health. “No society can thrive when its people live in fear or lack access to care,” he stated, underscoring the strategy’s long-term vision for health, equality, and resilience in the region.
