Steps Underway to Improve Social Protection System: Minister

Dated: March 10, 2026

The federal government of Pakistan is implementing several initiatives aimed at strengthening the country’s social protection system, expanding economic opportunities and supporting marginalized communities. Federal Minister for Poverty Alleviation and Social Safety, Syed Imran Ahmed Shah, highlighted these efforts while presiding over a meeting with civil society organisations in Islamabad to review the progress of social protection programmes.

During the meeting, the minister emphasised the importance of strong collaboration between the government, civil society and local communities to achieve inclusive and sustainable development. He noted that local non-governmental organisations possess a deeper understanding of community-level challenges and play a crucial role in turning development policies into practical outcomes on the ground.

The event was attended by senior officials including the Secretary of the Ministry of Poverty Alleviation and Social Safety, the Chief Executive Officer of the Trust for Voluntary Organisations (TVO), members of the TVO Board of Directors and representatives from partner NGOs. The meeting also marked the distribution of the first tranche of grant cheques to nine partner NGOs and community-based organisations to support approved development projects across various regions of the country.

These projects are designed to address key development challenges at the community level. The initiatives will focus on improving access to clean drinking water in rural and underserved areas, strengthening primary healthcare services, enhancing climate resilience, promoting modern agricultural practices, creating employment and skill development opportunities, and helping out-of-school children return to education.

The minister also acknowledged the role of the Trust for Voluntary Organisations, which since its establishment in 1992 has supported locally registered NGOs in Pakistan by assisting them in designing and implementing community-based development initiatives. He noted that a transparent system is essential to ensure that resources reach communities most in need.

He further emphasised that effective policymaking requires a clear understanding of conditions on the ground. To gain such insights, he has been visiting universities, hospitals and welfare institutions to directly observe public challenges and collaborate with relevant stakeholders in developing practical solutions. The minister concluded by stressing that transparency, accountability and active community participation are key factors for the success of development projects.
