The Town of Hurt, Virginia, is seeking a $1.5 million Community Development Block Grant to help complete a major water treatment plant project aimed at improving infrastructure, supporting economic growth, and securing reliable water access for residents and businesses.
The grant application, submitted in partnership with Pittsylvania County, would support efforts to bring the new water treatment facility into operation. Funded through the U.S. Department of Housing and Urban Development and administered by Virginia’s Department of Housing and Community Development, the program supports projects that benefit low- to moderate-income communities.
Once operational, the water treatment plant is expected to provide an initial capacity of 500,000 gallons of water per day, enough to serve current customers and support future industrial development, including an upcoming facility planned by rocket manufacturer Avio. The system is designed for future expansion to accommodate long-term growth.
Town officials said the project will strengthen local infrastructure, improve water security, and potentially help reduce high water costs over time. Hurt currently purchases water from neighboring Altavista, with rates among the highest in Virginia.
The Town of Hurt and Pittsylvania County have also developed an agreement outlining ownership and operational responsibilities for the facility. Under the proposed arrangement, Hurt would maintain majority ownership and daily control, while Pittsylvania County would hold a 10% minority ownership stake to protect its investment and ensure long-term community benefits.
In addition to the Community Development Block Grant request, the town is awaiting decisions on an $8.3 million Economic Development Administration grant and has already secured a $500,000 grant from the Southeast Crescent Regional Commission. Together, these investments could provide the infrastructure needed to support residents, attract new businesses, and encourage future economic development in the region.
