The Asian Development Bank (ADB) has signed a $100 million loan agreement with Ho Chi Minh City Development Joint Stock Commercial Bank (HDBank) to improve access to finance for micro, small, and medium-sized enterprises (MSMEs) in Viet Nam, with a strong focus on supporting women-owned businesses.
As part of the financing package, ADB worked alongside Standard Chartered Bank (Singapore) Limited to mobilize an additional $621 million from 29 commercial banks. The combined funding will strengthen HDBank’s access to international capital and expand lending opportunities for underserved businesses across the country.
Under the agreement, at least 40% of ADB’s loan will be directed toward women-owned MSMEs, helping female entrepreneurs overcome barriers such as limited collateral and restricted access to formal credit. The financing will support medium- and long-term lending through HDBank’s sustainable finance framework.
MSMEs play a vital role in Viet Nam’s economy, representing more than 97% of registered businesses, generating around 36% of total employment, and contributing nearly 40% of the country’s gross domestic product. Despite their importance, many small businesses continue to face difficulties securing affordable financing.
In addition to the loan, ADB will provide technical assistance to help HDBank develop tailored financial products, promote financial inclusion, and strengthen support for sustainable MSME growth. The partnership reflects the shared commitment of ADB and HDBank to expanding economic opportunities, empowering women entrepreneurs, and fostering inclusive and sustainable development in Viet Nam.
