The Government of Ukraine and the International Labour Organization (ILO) have signed an Agreement on Privileges and Immunities for the ILO and its Office in Ukraine, strengthening the Organization’s legal and operational framework in the country and enabling expanded support for labour market development and recovery efforts. The agreement, signed by Ukraine’s Minister of Economy, Environment, and Agriculture in the presence of the Director of the ILO Office in Ukraine, formalizes the presence of the ILO office established in Kyiv in 2024 and enhances its ability to deliver technical and programmatic assistance.
The strengthened partnership will support key areas including labour market reforms, employment creation, social protection, entrepreneurship development, and the promotion of social dialogue. It also builds on ongoing cooperation to align Ukraine’s labour code with international labour standards and EU requirements, while expanding reskilling initiatives for veterans and internally displaced persons and improving occupational safety and health standards.
Both sides emphasized that the agreement reinforces long-term collaboration and lays the foundation for the upcoming Decent Work Country Programme for Ukraine, which aims to further support economic recovery through decent work. The initiative reflects a broader commitment to strengthening Ukraine’s labour market institutions and supporting sustainable recovery amid ongoing challenges.
