Cities Become the Frontline for Achieving Sustainable Development Goals

Cities are emerging as the key battleground for achieving the United Nations Sustainable Development Goals (SDGs), with urban areas playing a central role in addressing challenges such as housing shortages, climate resilience, and inclusive economic growth.

The importance of sustainable urban development was highlighted through lessons from Konya, Türkiye, following the devastating earthquakes of 2023. Local leaders emphasized that rebuilding cities requires more than constructing new buildings. Housing must be part of a broader system that connects residents to education, healthcare, employment opportunities, and protection from climate risks.

With nearly 58% of the global population living in urban areas, cities are responsible for implementing action on around 65% of SDG targets. However, urban communities continue to face major challenges, including inadequate housing, informal settlements, limited financing, fragmented policies, and gaps in local planning capacity.

These issues were central to the 13th World Urban Forum, held in Baku, Azerbaijan, where thousands of participants discussed strategies for creating safer and more resilient cities. The event highlighted the need for stronger partnerships between governments, financial institutions, international organizations, and local communities.

The UN Resident Coordinator System is supporting sustainable urban development through several key areas, including improving policy coordination, expanding access to financing, and strengthening local government capacity. In countries such as Egypt, Uzbekistan, Jordan, Mexico, and Türkiye, UN-supported programs are helping develop housing strategies, improve urban services, and build stronger municipal institutions.

Financing remains one of the biggest barriers to sustainable city development. Through initiatives involving the Joint SDG Fund and the Local2030 Coalition, international partners are working to create investment opportunities and support local governments in implementing SDG-focused projects.

The focus on local capacity is also essential, as effective urban solutions depend on skilled institutions and informed decision-making. Training programs and partnerships are helping municipalities improve planning, resilience, and service delivery.

The outcomes of the World Urban Forum reinforced the need to place housing and urban development at the centre of sustainability efforts. Achieving this requires stronger cooperation between different levels of government, increased investment in cities, integrated policies, and collaboration between public and private stakeholders.

As cities continue to grow, their ability to provide safe housing, economic opportunities, and resilient communities will determine the success of global sustainability efforts. Urban areas are not only where development challenges appear—they are where solutions can take shape.
