Abidjan — June 5, 2026 — The African Development Bank Group (AfDB) has approved €103.14 million in financing to extend electricity access to more than 100,000 households across 18 regions of Côte d’Ivoire. The investment forms part of the second phase of the Project to Strengthen Electrical System Infrastructure and Electricity Access (PROSER II), which has a total cost of €234.56 million.
Co-financing comes from the Islamic Development Bank (€83.96 million) and the Government of Côte d’Ivoire (€47.46 million). The project will electrify 244 rural localities, strengthen distribution networks in Greater Abidjan and 12 departmental capitals, and install 74,010 LED public lighting fixtures to improve safety, energy efficiency, and reduce greenhouse gas emissions.
AfDB West Africa Director General Lamin Barrow said: “The approval of PROSER II marks an important milestone in strengthening the Ivorian electrical system. The project will extend people’s access to reliable, higher-quality electricity, while supporting local economic development and improving living conditions.”
Aligned with Côte d’Ivoire’s National Development Plan (2026–2030) and National Energy Compact (2025–2030), PROSER II supports the country’s ambition to achieve universal electricity access by 2030, with a focus on rural and underserved communities. Beyond infrastructure, the project includes initiatives to boost youth employability, women’s economic empowerment, and strengthen institutional capacity in the electricity sector.
Phase one of PROSER, approved in 2020, exceeded its targets by electrifying 1,509 localities, building 9,838 km of distribution lines, and creating 1,527 transformer substations. PROSER II builds on this success, reinforcing Côte d’Ivoire’s path toward sustainable energy access and climate-resilient infrastructure.
