In 2025, the European Investment Bank (EIB) signed €740 million in financing in Morocco through EIB Global, marking the largest amount since 2012. This funding, developed in close cooperation with Moroccan authorities and the EU Delegation to Morocco, supports structural investment in key sectors to strengthen the country’s economic, social, and climate resilience. The financing aligns with the priorities of the Morocco-European Union strategic partnership and the EU’s Global Gateway initiative, which aims to mobilize sustainable investments in critical infrastructure.
The EIB focused its support on water, energy, and post-earthquake reconstruction projects. In the water sector, a €70 million loan was provided to ONEE (Water) to modernize drinking water production and transmission infrastructure, particularly benefiting small and medium-sized towns and rural areas. In the energy sector, a €170 million loan to ONEE (Electricity) aims to strengthen and modernize Morocco’s national power grid, supporting renewable energy integration and improving network resilience against climate hazards.
Additionally, the EIB allocated €500 million for post-earthquake reconstruction in regions affected by the September 2023 earthquake. This funding, part of a wider €1 billion program, covers the rehabilitation of road networks, schools, and healthcare facilities, helping restore access to essential public services, resume local economic activities, and support long-term territorial development.
In total, 2025 EIB disbursements to Morocco reached €210 million, with €180 million directed to public sector projects and €30 million to the private sector. Private sector support included financing for the Banque Populaire Group under the EU Trade and Competitiveness Programme, strengthening export value chains in automotive, textile, and agri-food sectors.
EIB officials emphasized that the 2025 funding demonstrates the bank’s commitment to transforming the priorities of the EU-Morocco partnership into concrete actions. The projects are designed to enhance resilience, energy transition, water security, and post-earthquake reconstruction, reflecting close EU-Morocco cooperation. Looking ahead, EIB will continue to back structural investments in Morocco in 2026, under the New Pact for the Mediterranean and the Global Gateway initiative, focusing on infrastructure modernization, energy and water access, post-earthquake territorial development, and private sector support.
Since 1979, the EIB has mobilized over €10 billion for Morocco, covering critical infrastructure such as water and sanitation, energy, transport, education, and health, as well as private sector development, supporting sustainable and inclusive growth across the country.
