Yemen is advancing its National Implementation Plan for Disaster Risk Reduction and Climate Change Adaptation for 2026–2030, with leadership from the Ministry of Water and Environment and support from the UN Office for Disaster Risk Reduction (UNDRR) Regional Office for Arab States and the UN Development Programme (UNDP). The plan aims to translate national priorities into a practical, time-bound roadmap to reduce disaster and climate risks, protect lives and livelihoods, and safeguard development gains amid Yemen’s complex humanitarian and development context.
The national planning process included two key consultative workshops in Aden in December 2025. The first, held on 2–3 December, focused on aligning the draft plan with the Sendai Framework, Yemen’s national strategy, and the national coordination mechanism. Participants reviewed priorities, activities, and responsibilities across the four Sendai priorities: understanding disaster risk, strengthening risk governance, investing in resilience, and enhancing preparedness for response and recovery. Discussions also emphasized linking disaster risk reduction with climate change adaptation, sustainable development, and poverty reduction, while beginning the mapping of resource needs and performance indicators.
The final workshop on 30 December 2025 served as the last technical milestone before submitting the plan for official adoption. It focused on reviewing and endorsing the draft, consolidating recommendations, and agreeing on the next steps. UNDRR Deputy Regional Director Raidan Abdulaziz Al Saqqaf highlighted that disaster risk management is now a fundamental pillar for protecting lives, safeguarding development, and strengthening stability, emphasizing the plan’s participatory approach and coordination between national and local levels.
The workshops involved a broad range of stakeholders, including government institutions, local authorities, development partners, donors, and civil society organizations. This inclusive approach aims to ensure national ownership, strengthen local and national implementation capacity, and operationalize disaster risk reduction and climate adaptation priorities through clear roles, sequencing, and a robust monitoring and reporting framework.
UNDP and UNDRR are helping Yemen ensure the plan is risk-informed, action-oriented, aligned with global frameworks like the Sendai Framework and Sustainable Development Goals, and financing-ready through initial cost and resource mapping. Their joint support provides a structured pathway from consultation to implementation, translating policy commitments into concrete actions to reduce losses and strengthen resilience between 2026 and 2030.
Following the final workshop, the plan will be refined based on consolidated recommendations and submitted for formal endorsement. Once adopted, it will serve as a key reference for guiding risk-informed development planning and climate-resilient actions across Yemen, marking an important step toward a safer and more resilient future through inclusive, coordinated, and evidence-based planning.
