Kosovo is taking significant steps to advance its energy transition by enhancing the tracking and certification of renewable energy. From 11 to 13 November 2025, the Energy Regulatory Office of Kosovo (ERO), supported by LuxDev through the Energy Transition and Climate Mitigation project funded by the Grand Duchy of Luxembourg, conducted a study visit to Sweden. The visit focused on Guarantees of Origin (GoO), certificates that verify electricity generated from renewable sources. Aligning Kosovo’s GoO system with the European Energy Certificate System (EECS) is a crucial step toward meeting EU energy standards and creating a transparent and credible renewable energy market.
Hosted by the Swedish Energy Agency, the national authority responsible for GoO issuance and EECS registry management, the programme provided practical insights into one of Europe’s most advanced certification systems. ERO representatives also engaged with the Swedish Energy Markets Inspectorate, which oversees electricity market transparency and disclosure, gaining firsthand understanding of regulatory oversight practices.
Through technical discussions and institutional exchanges, participants explored the legal, technical, and operational aspects of Sweden’s GoO system, including registry management, EECS rules, oversight mechanisms, and lessons learned from developing a robust and trusted certification framework. Kosovo’s delegation also shared the current structure of its electricity market and progress in developing the country’s GoO legal and policy framework. This mutual exchange offered valuable guidance for Kosovo’s ongoing reforms and capacity-building initiatives.
By learning directly from Sweden’s experience, Kosovo is preparing to implement a GoO system that meets European standards. This milestone strengthens transparency, supports market integration, and reinforces confidence in renewable energy production. LuxDev’s continued support is helping Kosovo’s institutions build the knowledge and systems needed to align with EU energy and climate policies, paving the way for a sustainable, competitive, and integrated energy sector.
The Energy Transition and Climate Mitigation project aims to promote the adoption of energy efficiency measures and renewable energy sources in Kosovo’s shift toward clean energy, funded by the Grand Duchy of Luxembourg and implemented by the Ministry of Economy in collaboration with LuxDev.
