The World Bank’s Board of Executive Directors has approved US$700 million in financing for the Pakistan Public Resources for Inclusive Development – Multiphase Programmatic Approach, a multi-year initiative designed to support macroeconomic stability and strengthen public service delivery across the country. The program supports coordinated federal and provincial reforms aimed at mobilizing domestic revenue, improving the quality of public spending, and enhancing the use of data and digital tools to deliver better services to citizens.
The Multiphase Programmatic Approach is aligned with Pakistan’s ongoing fiscal reform agenda, including the IMF Extended Fund Facility and the National Fiscal Pact. It will provide up to US$1.35 billion in total financing, with US$600 million approved for federal programs and US$100 million allocated to Sindh province. The results-based structure ensures that funds are disbursed only after agreed reform milestones and outcomes are achieved, reinforcing accountability and effectiveness.
At the federal level, the program focuses on raising domestic revenues in a fairer manner, improving budget planning and execution, and strengthening data systems to support evidence-based policymaking. Reforms include improvements in tax policy and administration, expansion of digital public financial management systems and e-procurement platforms, targeted subsidy reforms, and strengthening of the national statistical system. Together, these measures aim to enhance fiscal stability, increase transparency, and create more fiscal space for priority social and climate investments.
In Sindh, the program is expected to increase provincial revenues, improve the speed and transparency of government payments, and expand the use of data in decision-making. By strengthening public resource management at both federal and provincial levels, the initiative seeks to ensure more predictable and equitable financing for essential services such as primary healthcare and education, ultimately improving outcomes for people across Pakistan.
