Cyprus to Receive Additional EIB Funding for Healthcare and EU Investments

Dated: September 26, 2025

The European Investment Bank (EIB) has announced two new financing agreements with Cyprus, reinforcing its long-term partnership with the country and its commitment to improving healthcare, research, education, and sustainable development. These investments will also accelerate Cyprus’s green and digital transition, benefiting both people and communities.

The first agreement allocates an additional €5 million to the Cyprus Institute of Neurology and Genetics (CING), bringing the total EIB support for the institute to €31 million. The funding will finance the completion of CING’s new facilities, refurbishment of existing premises, and acquisition of advanced medical and laboratory equipment, including genomics and proteomics tools, bioinformatics systems, and a biobank. It will also strengthen postgraduate education and research activities, positioning CING as a regional and international centre of excellence in the treatment of rare and neurological diseases while enhancing its ability to attract international research funding.

The second agreement provides €50 million to the Republic of Cyprus to support its national contribution to the EU co-financed Operational Programme THALIA 2021–2027. With a total budget of nearly €1.5 billion, THALIA is the country’s main development programme, aimed at fostering smart, green, and inclusive growth. The EIB financing will back projects such as upgrading municipal energy and water infrastructure, modernising education and training facilities, expanding digital public services, and advancing environmental sustainability and climate resilience.

EIB Vice-President Kyriacos Kakouris emphasised the importance of these agreements, noting their role in improving medical research, strengthening healthcare, and supporting the country’s transition to a more resilient and competitive future. Similarly, the Minister of Finance of Cyprus highlighted the milestone in cooperation with the EIB, stressing how the support for THALIA and CING will promote innovation, competitiveness, social cohesion, and a better quality of life for citizens.

Together, these agreements further deepen the EIB’s long-standing engagement with Cyprus, building on its track record of financing high-value projects in healthcare, education, innovation, infrastructure, and climate action.
