The United Nations Industrial Development Organization (UNIDO), the Government of Japan, and the Government of Ukraine have reinforced their partnership to support Ukraine’s industrial recovery during the second Tripartite Industrial Policy Dialogue, held online on 9 July 2026.
The meeting brought together representatives from UNIDO, Japan’s Ministry of Economy, Trade and Industry (METI), and Ukraine’s Ministry of Economy, Environment and Agriculture to strengthen cooperation on industrial policy development, technology transfer, and long-term economic reconstruction.
Discussions focused on progress under UNIDO’s Green Industrial Recovery Project for Ukraine, which promotes technology transfer from Japanese companies and supports the creation of new businesses through partnerships with Ukraine’s private sector. As part of the initiative, 47 companies are expected to complete feasibility studies by the end of 2026, with selected projects moving forward to pilot technology demonstrations based on the results.
Participants emphasized the importance of continued policy coordination, stronger collaboration with investors and business partners, and closer cooperation between Japanese and Ukrainian industries to accelerate the deployment of innovative technologies that can contribute to Ukraine’s industrial modernization and economic recovery.
Ukrainian officials highlighted the dialogue as a practical platform for advancing industrial reconstruction through technology transfer, pilot projects, support for domestic enterprises, and the development of new manufacturing partnerships. They noted that the long-term objective is to scale up successful initiatives that improve energy efficiency, strengthen industrial resilience, and generate measurable economic benefits.
Japan’s Ministry of Economy, Trade and Industry also provided updates on several ongoing initiatives supporting Ukraine, including the Japan–Ukraine Action Plan, the Japan–Ukraine Digital Tech Cooperation Initiative, the Poland and Japan Public-Private Forum for the Reconstruction of Ukraine, and Japan’s financial support for reconstruction activities.
Ukraine’s Ministry of Economy, Environment and Agriculture reaffirmed its commitment to working closely with UNIDO and Japan, emphasizing that the partnership extends beyond policy discussions by promoting practical cooperation, technology exchange, business development, and innovation between Ukrainian and Japanese companies.
To further strengthen implementation, the partners agreed to establish a dedicated working group that will address practical issues, including financing mechanisms aimed at attracting additional investors and expanding business cooperation.
The Tripartite Industrial Policy Dialogue, first launched in Tokyo in August 2025, serves as an ongoing platform for coordinating industrial policy, sharing expertise, and supporting Ukraine’s long-term economic recovery. The dialogue is expected to improve the country’s business environment while encouraging greater private sector investment and international industrial partnerships.
The initiative forms part of UNIDO’s 2024–2028 Green Industrial Recovery Programme for Ukraine, funded by Japan’s Ministry of Economy, Trade and Industry, which focuses on technology transfer, capacity building, and business collaboration to support sustainable industrial development and post-conflict reconstruction.
