Translating national commitments into measurable progress requires Cambodia to move beyond policy ambition and focus on strong delivery systems that can track results and align institutions around shared priorities. In April 2026, the Royal Government of Cambodia, together with the United Nations, held a technical consultation in Phnom Penh with over 90 stakeholders from government bodies, workers’ and employers’ groups, UN agencies, development partners, and civil society to strengthen implementation of the Global Accelerator Roadmap on Jobs and Social Protection for Just Transitions.
A key focus of the workshop was the development of a Results Monitoring Framework, which is designed to guide implementation by providing a unified system for tracking progress across institutions. The framework helps ensure consistency in measuring results over time and supports better coordination between different actors involved in jobs and social protection efforts.
Beyond monitoring, the framework strengthens accountability and supports evidence-based decision-making by defining clear indicators, baselines, and targets. This enables institutions to identify what is working, address gaps, and adjust policies and programmes as needed. It also improves transparency in reporting and reinforces shared responsibility among ministries and partners.
The framework also plays an important role in linking policy priorities with financing and investment decisions. This connection helps ensure that national goals related to employment and social protection are backed by aligned resources and that investments are directed toward achieving measurable outcomes.
Cambodia’s Global Accelerator Roadmap, endorsed at the highest government level, outlines a national strategy to expand job creation, strengthen social protection systems, and support just transitions. It focuses on areas such as employment-oriented macroeconomic policies, skills development, universal health coverage, productivity and formalization, and building inclusive labour markets to ensure economic growth benefits all citizens.
The Results Monitoring Framework also enhances coordination by bringing together government ministries, the United Nations system, social partners, and development partners under a shared structure. This coordinated approach is especially important for jobs and social protection, where effective outcomes depend on collaboration across multiple sectors.
Support from the Joint SDG Fund, through joint programmes led by ILO, UNDP, UNICEF, and the World Bank, has been critical in advancing this agenda. These programmes help strengthen social protection systems, improve labour market outcomes, enhance skills development, and improve coordination mechanisms to turn policy commitments into practical results.
The consultation also advanced reporting and accountability systems under the Joint Technical Working Group, enabling more consistent monitoring across institutions and ensuring alignment with national priorities. This further strengthens implementation capacity and coordination.
Overall, Cambodia is increasingly shifting from planning to delivery, with stronger coordination, better monitoring tools, and improved links between policy and financing. The Results Monitoring Framework is central to this transition, helping ensure that efforts on jobs and social protection lead to measurable and sustained development outcomes.
