The workshop was held under the United Nations Sustainable Development Goals (UN SDG) Fund Joint Programme titled “Bridging the Digital Divide in the Healthcare System of the Kyrgyz Republic.” It focused on strengthening inter-agency coordination and building a unified national approach to digital transformation, with an emphasis on developing an integrated GovTech ecosystem and improving data-driven decision-making across public sectors.
During the discussions, government representatives highlighted recent progress in Kyrgyzstan’s digital development. The Minister of Digital Development and Information Technologies, Azamat Zhamangulov, noted that significant foundational work has been completed, including the establishment of digital infrastructure, expansion of e-government services, improved data exchange systems between agencies, and enhanced citizen access to public services.
The United Nations Development Programme (UNDP) emphasized its continued support for Kyrgyzstan’s digital transformation efforts. UNDP Resident Representative Alexandra Solovieva stated that ongoing initiatives are focused on improving interoperability between systems, integrating digital services across healthcare and social protection sectors, and ensuring that digital tools deliver practical benefits to citizens, including improved accessibility for persons with disabilities.
Participants reviewed the country’s current digital landscape, shared successful examples of public service digitization, and discussed key challenges requiring coordinated solutions. Special attention was given to improving system interoperability, ensuring scalability of digital solutions, and aligning reforms with national priorities. Institutions such as JSC “Tunduk” and the State Institution “Kyzmat” also presented their perspectives on advancing the national digital agenda.
A dedicated session focused on the digitalization of healthcare and social protection systems, where stakeholders examined system interoperability, reviewed IT audits in digital health, and discussed international standards such as FHIR and HL7. Participants also worked on developing practical key performance indicators to measure progress in digital transformation.
The workshop served as a platform for dialogue between government bodies, digital infrastructure operators, and international development partners. UNDP reaffirmed its commitment to supporting Kyrgyzstan’s National Digital Strategy through 2028, including strengthening digital skills, improving IT governance, and enhancing inter-agency cooperation.
The Joint Programme is funded through the UN SDG Fund with support from the European Union and is implemented by WHO, UNDP, UNFPA, and UNICEF under the coordination of the UN Resident Coordinator in Kyrgyzstan. It aims to strengthen and modernize the country’s digital health system.
