Submit Your Proposal for Confidence-Building Initiatives

The Joint EU–UNDP Initiative for Lasting and Inclusive Peace – Phase II (FLIP II) has launched a call for proposals inviting local civil society organizations, think tanks, research centers, academic institutions, and eligible international NGOs to submit confidence-building grant ideas. The initiative encourages applications from women- and youth-led organizations, grassroots groups, and applicants from diverse regions. Proposed initiatives are expected to be conflict-sensitive, inclusive, and responsive to local needs, contributing to objectives such as fostering intra- and inter-community trust, improving access to social services and education, and strengthening the capacities of civil society actors to lead dialogue and trust-building processes.

FLIP II aims to support locally led and context-sensitive initiatives that enhance social cohesion and contribute to lasting peace. The program emphasizes inclusive approaches, gender responsiveness, and the engagement of youth and marginalized groups. Initiatives are expected to address the challenges faced by conflict-affected communities, promote people-to-people contact, and create durable solutions through constructive thematic cooperation. The overall goal is to advance locally driven peacebuilding efforts while building long-term capacity and fostering sustainable partnerships.

The call prioritizes proposals that demonstrate clear potential for confidence-building and long-term cooperation across divided communities. Supported initiatives may cover broad thematic areas, including education, culture, health, environment, human rights, digital peacebuilding, and thematic programs aligned with the UN Security Council Resolutions 1325 (Women, Peace, and Security) and 2250 (Youth, Peace, and Security). Proposals should include innovative, strategic, and targeted actions, a clear theory of change, measurable impact, and potential for sustainability, multiplier effects, and local ownership.

FLIP II grants are designed to fund initiatives with a maximum duration of 18 months and a funding limit of USD 80,000 per organization. Co-financing or in-kind contributions from applicants are encouraged to strengthen ownership and sustainability. The submission deadline for grant ideas is 17 February 2026. Interested applicants are required to complete the Grant Idea Submission Form and submit it electronically to flip@undp.org
. Individual consultations with the FLIP II team are available to provide guidance and clarify the objectives and priorities of the call.

Grant ideas will be evaluated based on relevance, impact on conflict-affected communities, adherence to a “Do No Harm” approach, feasibility, measurable and realistic results, sustainability, and cost-efficiency. The Technical Evaluation Panel will review submissions and recommend applicants for full proposal invitations. Final candidates may also be interviewed to ensure alignment with FLIP II goals. Eligible applicants must be officially registered non-commercial, non-profit organizations with sufficient administrative, financial, and technical capacity. While local CSOs are given priority, INGOs may apply, particularly when partnering with local organizations, ensuring cost-efficiency, and demonstrating added value through international expertise.
