According to the latest European Investment Bank (EIB) Investment Survey (EIBIS) for 2025, Finland has emerged as a European leader in digital transformation and innovation. Corporate investment in the country remains robust, with 96% of Finnish firms reporting investment in capacity expansion, new product development, and technological upgrades, significantly surpassing the EU average of 86%. Finnish firms also stand out in their adoption of generative AI tools, with 66% integrating technologies such as ChatGPT, Bard, and Copilot into operations—the highest share in the European Union compared with the EU average of 37%. Over half of these firms invest in developing new products, processes, or services, well above the EU average of one-third.
Despite strong investment levels, Finnish firms face challenges related to rising economic and political uncertainty, as well as access to external finance. About 9.6% of companies report being finance-constrained, above the EU average of 6.1%, and concerns over borrowing costs are more pronounced than elsewhere in Europe. Nevertheless, firms maintain a strong focus on climate action, with 99% taking measures to reduce greenhouse gas emissions. Investments are particularly concentrated on waste minimization, recycling, and energy efficiency, with 61% monitoring their own emissions targets compared to 47% across the EU.
The survey also highlights Finland’s active engagement in international trade, with 68% of firms trading globally, although some face obstacles related to customs, tariffs, and compliance with varying EU regulations. Gender diversity is improving, with 27% of firms reporting at least 40% women in senior management and female ownership rising to 13%, aligning with the EU average. Overall, the EIB survey underscores Finland’s strong commitment to innovation, sustainable development, and digital transformation, positioning the country as a model for leveraging technology and investment to enhance competitiveness and environmental performance in Europe.
