Norway and Vietnam have formalized a Green Strategic Partnership through a Memorandum of Understanding between the Norwegian Ministry of Foreign Affairs and Vietnam’s Ministry of Agriculture and Environment. The agreement was signed by Norwegian Ambassador Hilde Solbakken and Deputy Minister Lê Công Thành, in the presence of Norwegian State Secretary Ragnhild Sjoner Syrstad, marking a strengthened phase in bilateral cooperation during her working visit to Vietnam.
The partnership aims to align both countries’ climate and economic priorities, with a strong focus on advancing the green economy, circular economy, and sustainable ocean development. It is designed to create a platform that brings together public institutions, private sector actors, and other stakeholders to support Vietnam’s energy transition, climate action, and environmental protection agenda.
Norway emphasized its experience in climate policy, renewable energy, sustainable ocean industries, and green maritime solutions as a foundation for deeper collaboration. The partnership is expected to encourage knowledge sharing, innovation, and the development of sustainable business practices, while enabling companies from both countries to jointly deliver practical solutions for the green transition.
Vietnam highlighted that the agreement strengthens a long-standing relationship of 55 years of diplomatic ties between the two countries. Both sides expressed commitment to translating the partnership into concrete outcomes, including expanded business cooperation in green and blue economy sectors, job creation, and long-term sustainable growth.
Overall, the Green Strategic Partnership represents a strategic step toward deepening climate and economic cooperation between Norway and Vietnam, with a shared focus on delivering measurable progress in sustainability and inclusive development.
