Devon County Council has launched the tender process for a new four-year Minor Engineering Works Framework Contract, which will run from April 2026 to March 2030. Valued at approximately £78 million including VAT, the framework will support a wide range of civil and structural engineering projects across the county. It is designed to help the council deliver its ongoing programme of expansion, improvement, and maintenance of key public infrastructure and assets.
The framework will cover works related to transport, waste management, flood-risk management, and other public facilities. Planned projects include highway maintenance, bridge and structural inspection and improvement, slope stabilisation, retaining walls, walking and cycling routes, traffic management and signalling, recycling centre works, landfill remediation, flood and coastal risk schemes, and town-centre enhancement initiatives. This broad scope highlights the council’s commitment to strengthening essential infrastructure while improving public services and resilience.
To manage the procurement efficiently, the framework has been divided into six lots based on project size and technical specialisation. These lots range from smaller highways and structures work orders under £200,000 to larger combined highways and structures projects worth up to £4 million. The contract structure is intended to accommodate a diverse mix of suppliers and contractors with expertise in different engineering disciplines and project scales.
A dedicated lot has also been included for rail interface structures, covering works up to £1.5 million. This reflects the council’s need for contractors with specialist experience in projects that interact with the rail network and require compliance with rail-specific standards and coordination requirements. Overall, the framework is expected to create significant opportunities for contractors involved in highways, bridges, flood management, and related civil engineering services across Devon.
