The Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic (MNRETS), in partnership with UNDP, launched the preparation of the “Combined Second Biennial Transparency Report (BTR2) and Fifth National Communication (NC5)” on 10 March 2026. The event brought together representatives from government agencies, international organizations, the scientific community, and climate experts. As a Party to the UNFCCC and the Paris Agreement, Kyrgyzstan is fulfilling its commitments under the Enhanced Transparency Framework, ensuring transparent reporting on greenhouse gas inventories, mitigation efforts, adaptation measures, and climate finance. This reporting is closely linked to the implementation of NDC3.0, aligning national climate actions with international obligations and supporting measurable progress in both adaptation and mitigation.
Deputy Minister of MNRETS, Asel Raimkulova, emphasized that the BTR2 and NC5 preparation is not only about timely and accurate reporting but also about improving national climate policy, strengthening inter-agency cooperation, and enhancing the quality of climate data. Building on the successful preparation of BTR1 in 2025, which strengthened institutional mechanisms, coordination, and technical capacity, MNRETS is integrating data and analytical tools into a unified climate policy management system for this combined report.
UNDP Resident Representative Alexandra Solovieva highlighted the potential of carbon markets to accelerate Kyrgyzstan’s low-carbon transition. She noted that transparency and quality in reporting are essential to attract investment for energy efficiency, sustainable landscape and forest management, and technologies that reduce greenhouse gas emissions while creating jobs. A robust national system for accounting, monitoring, and transparency will play a central role in enabling Kyrgyzstan to seize opportunities in the climate and investment landscape.
The project aims to institutionalize regular climate reporting cycles, deepen analytics, enhance data visualization, integrate gender, regional, and socio-economic dimensions, strengthen the link between reporting and climate policy, and use transparent data to mobilize climate finance for low-carbon development. Implemented by MNRETS with UNDP support, funded by the Global Environment Facility (GEF), and coordinated by UNEP, the project ensures Kyrgyzstan meets Enhanced Transparency Framework and IPCC requirements while building trust and strengthening the effectiveness of national climate action.
The launch seminar also reviewed lessons from BTR1, introduced the requirements and timeline for BTR2/NC5, clarified the roles of government agencies and expert groups, and developed a roadmap for high-quality, timely reporting. These efforts will support the implementation of NDC3.0, national adaptation plans, and the low-carbon development strategy, ultimately enhancing the resilience of Kyrgyzstan’s economy, ecosystems, and population.
