The Inter-American Development Bank (IDB) has approved an $80 million loan to improve access to civil registration and identification services in Peru, aiming to promote inclusion and economic participation. The project seeks to reduce costs and processing times, strengthen the National Registry of Identification and Civil Status (RENIEC), and build a more efficient, secure, and inclusive digital identity system, with a focus on rural and Amazonian communities.
The initiative will modernize service centers and registry offices, expand the electronic National Identity Document (DNIe), provide mobile services and equipment for vulnerable populations, and enhance technologies including the Integrated Identification and Civil Registration System (SIIRC), cybersecurity, digital identity, and data analytics.
By 2030, the project is expected to reduce DNIe processing times from 9.3 days to 2 days, increase the share of the population with a DNIe from 13.9% to 74.9%, and raise digital identification transactions from 24.9% to 50%. Total financing, including $20 million in local counterpart funds, will reach $100 million, with a 16.5-year loan amortization, a six-year grace period, and an interest rate based on SOFR.
