The African Development Bank Group, through the African Green Banks Initiative and the Multilateral Cooperation Center for Development Finance, launched a $1 million technical assistance program on 28 January to support Crédit Agricole du Maroc Group (GCAM). The funding will help strengthen GCAM’s institutional, operational, and financial capacities, enabling the bank to access concessional and private capital, structure and finance green projects, and monitor climate impact.
Target projects under the program will focus on high-impact sectors such as sustainable agriculture, rural development, water management, clean energy, resilient infrastructure, and connectivity, while aligning GCAM’s financing with international climate standards. Achraf Tarsim, AfDB’s Country Manager for Morocco, highlighted that the partnership demonstrates the capacity of African institutions to play a strategic role in financing ambitious climate initiatives. Mustapha Chehhar, Deputy General Manager at GCAM, noted that the program strengthens the bank’s leadership in green finance and expands its focus beyond agriculture to strategic sectors that support Morocco’s climate transition and sustainable development.
The initiative advances Morocco’s compliance with its Nationally Determined Contribution (NDC), aligns national financial flows with climate priorities, and facilitates access to international climate finance while attracting private capital for structural projects that support ecological transition. The program also reflects the African Development Bank Group’s broader strategic priorities, including mobilizing financial resources, strengthening financial systems, leveraging demographic growth, and investing in climate-resilient infrastructure. Since 1978, the Bank has mobilized nearly €15 billion to fund over 150 projects in Morocco, covering key sectors such as transport, social protection, water and sanitation, energy, agriculture, governance, and finance.
