The project titled Strengthening Nigeria’s Civic Space aims to improve the operational and regulatory environment for Civil Society Organizations by creating multi-stakeholder platforms and enhancing the capacity of subnational actors. Implemented by Global Rights with support from the European Union, the initiative responds to restrictive regulatory frameworks, low awareness of compliance requirements, and limited access to donor opportunities among local CSOs. It focuses on advancing a Community of Practice for civic space advocacy, strengthening CSO compliance capacities, and influencing legislation and governance practices across seven Nigerian states. The project began in February 2023 and will conclude in January 2026.
To assess the project’s overall effectiveness, Global Rights seeks a consultant to conduct an end-of-project evaluation. The assessment will examine the performance, impact, and sustainability of strategies used to strengthen civic space and improve CSO operations. It will also evaluate how well the project enhanced institutional capacities, influenced relevant policies, and contributed to improving CSO engagement at the state level. The consultant will document key lessons, challenges, and successful practices to guide future programming and inform long-term strategies.
As part of the evaluation, the consultant will review how effectively the community platform strengthened collaboration among CSOs, the success of legislative and administrative advocacy efforts, and progress made through state-level mapping and the ranking dashboard. Data collection will involve gathering both quantitative and qualitative evidence from the target states through interviews, focus group discussions, and consultations with diverse actors. Stakeholder engagement will include legislators, regulators, civil society leaders, and community representatives to ensure a comprehensive understanding of achievements and remaining gaps.
Findings from the evaluation will be compiled into a detailed final report analyzing the project’s relevance, efficiency, sustainability, and overall value. The consultant will prepare an executive summary and a presentation highlighting key insights and recommendations. These findings will be shared during a partners’ review meeting, where stakeholders will discuss and validate the results before finalization. The consultancy is expected to last one month.
Applicants for the consultancy should possess an advanced degree in a related field, significant experience in project evaluation, and strong expertise in governance, civic space, or CSO regulation. Proposals must include a methodology, work plan, budget, CVs, and examples of previous work. The consultant must uphold strict ethical standards, maintain confidentiality, and ensure that all intellectual property developed remains with Global Rights.
