Global policymakers, development partners, and procurement specialists gathered in Istanbul on June 8, 2026, for the 18th PRIMO Forum to discuss how artificial intelligence is reshaping public procurement systems worldwide. The event focuses on improving efficiency, transparency, and sustainability in public spending through digital transformation.
Hosted in Türkiye and organized under the theme “Smart Public Procurement in the Age of Artificial Intelligence: Innovation, Technology and Sustainability,” the forum brings together representatives from governments, international financial institutions, academia, and the private sector to explore practical applications of AI in procurement systems.
The forum is led by the World Bank in collaboration with the Public Procurement Authority of Türkiye, alongside multiple multilateral development partners including the Asian Development Bank, the European Bank for Reconstruction and Development, the European Investment Bank, the Asian Infrastructure Investment Bank, and the Islamic Development Bank.
Speaking at the opening session, World Bank representatives highlighted the importance of modernizing procurement systems to improve value for money, strengthen governance, and build resilience against economic and operational shocks. Participants emphasized that artificial intelligence can support better procurement planning, enhance contract management, and improve the detection of irregular or anti-competitive practices.
Throughout the two-day forum, discussions focus on regulatory frameworks, data infrastructure, and institutional readiness required to successfully integrate AI into procurement processes. Case studies from Türkiye and other countries demonstrate how digital tools are already improving auditing, transparency, and administrative efficiency.
The forum also addresses broader development goals, including sustainable procurement practices, gender inclusion, and circular economy principles. Experts stress that digital transformation in procurement can improve accountability while delivering stronger public service outcomes.
The PRIMO Forum is expected to conclude with a call for greater international cooperation to accelerate the adoption of AI-enabled procurement systems, reinforcing the shift toward more transparent, efficient, and future-ready public institutions.
