Rabat — June 5, 2026 — The European Investment Bank (EIB), with the support of the European Union (EU), has mobilised a second tranche of €500 million to accelerate reconstruction in Morocco’s High Atlas regions following the devastating earthquake of September 2023. This brings the EU bank’s total commitment to €1 billion, implemented in partnership with the High Atlas Development Agency (ADHA).
The financing will target essential infrastructure such as roads, schools, and healthcare facilities, rebuilt to enhanced earthquake-resistant and energy-efficient standards. The programme is now entering its large-scale deployment phase, following earlier emergency and transitional support that included debris removal, temporary housing, and continuity measures until ADHA reached full operational capacity.
EIB Vice-President Ioannis Tsakiris highlighted the importance of this milestone: “With this second tranche of €500 million, the EIB is bringing its commitment to the reconstruction of the High Atlas region to €1 billion. This financing will enable the construction of safer and more energy-efficient infrastructure, adapted to the needs of the population.”
The initiative also includes technical assistance grants to strengthen institutional capacity and ensure quality reconstruction, alongside EU-backed community-led projects. A dedicated component on gender equality and social inclusion will implement concrete measures across education, health, and infrastructure sectors.
ADHA Director General Said Laith emphasized that the challenge goes beyond rebuilding equipment: “The key challenge is to sustainably restore people’s access to essential services, through an approach based on proximity, coordination and territorial impact.”
EU Ambassador to Morocco Dimiter Tzantchev reaffirmed Europe’s long-term solidarity: “The EU remains fully committed to supporting Morocco’s reconstruction efforts and contributing to the development of more resilient and sustainable infrastructure for the benefit of its people.”
Since 1979, the EIB has mobilised over €11 billion for transformative projects in Morocco, focusing on infrastructure, energy, transport, education, health, and private sector support. This latest tranche underscores the EU’s commitment to resilience, sustainability, and inclusive recovery in the High Atlas.
